In November and December of 2025 we asked people who live and work in RCT what they wanted us to think about in our next Budget Strategy. You can see the report of that consultation here.

On the 20th January 2026, the Welsh Government announced the final 2026/27 Local Government Settlement. This is funding from Welsh Government that Councils across Wales receive and forms the main part of our annual Budget income.

The settlement for Rhondda Cynon Taf amounts to an increase of +4.5%, which is the same as the average across Wales.

The overall settlement is better than was expected and will provide additional funding to Rhondda Cynon Taf Council, like all Councils across Wales, but our budget and spending pressures have continued to increase. The outlook beyond 2026/27 remains uncertain and based on current information is likely to continue to be challenging.

Our original budget gap calculations for next year (which is the difference between how much we need to spend and how much funding we have) was £22.5M in September 2025. We are now facing a budget gap of £6.4 million as a result of additional Welsh Government funding via the settlement and a significant programme of work undertaken across the Council to identify budget savings.

The Council’s Senior Leadership Team have taken all of this information into account, including the phase 1 consultation feedback, and have prepared a set of proposals for elected councillors to read, discuss and vote upon. This will happen at the Council meeting on the 4th of March 2026.

Before that meeting people who live and work in RCT have the chance to take part in the second phase of consultation. We really appreciate your views and opinions for this Budget year (April 2026 to March 2027)– please take part in the survey below to have your voice heard.
