Help us develop the Council's Flood Risk Management Communication Strategy and Action Plan

Rhondda Cynon Taf County Borough Council (RCTCBC) is developing a Flood Risk Management Communication Strategy and accompanying Action Plan to improve how we share information about flood risk and help communities prepare for, respond to, and recover from flooding.

The Council want to understand:

  • How aware people are of flood risk;
  • How prepared people feel for flooding;
  • How people currently receive information; and
  • How they would like to receive information in future.

Your responses will help shape the Council’s future approach to communication and engaging with residents, businesses and communities about flood risk.

The consultation will run for a period of 6 weeks from 10 August to 21 September 2026.

Background:

Rhondda Cynon Taf County Borough Council is the Lead Local Flood Authority (LLFA) for its administrative area, and under the Flood and Water Management Act 2010 (FWMA), has a duty to develop a Local Flood Risk Management Strategy.

The Council’s second Local Flood Risk Management Strategy and accompanying Action Plans are available on the Council’s website. The updated Action Plan, covering the 2026-28 period, includes actions to develop a Communication Strategy and accompanying Action Plan, to establish a coordinated framework for communication flood risk and flood risk management activities across RCT.

The Council’s Flood Risk Management Communication Strategy seeks to improve awareness and understanding of flood risk, encourage preparedness and informed action, and support the development of more resilient individuals and communities in RCT.

This public consultation exercise is intended to gather the views, experiences and expectations of residents, businesses and other stakeholders to help inform the content and priorities of the draft Communication Strategy.

Once drafted, the Communications Strategy will also be consulted upon in a future public engagement exercise. Residents will be able to have their say before the final Strategy is considered by Cabinet Members in the future.
